tariff structures and compensation mechanisms; grid connection procedures; licensing requirements; net metering and wheeling arrangements; and grid integration rules and technical standards.<\/li><li>Identify policy gaps, inconsistencies, implementation challenges, and reform opportunities that can support a more predictable, investment-friendly, and employment-generating renewable energy market.<\/li><\/ul><p><strong>Stakeholder surveys and case studies<\/strong><\/p><ul><li>Design and implement structured surveys and interviews with renewable energy developers, selected energy-intensive enterprises, and relevant sector actors, submitting all tools to the donor for review prior to use.<\/li><li>Assess regulatory, technical, administrative, and financial barriers; market opportunities; operational experience with solar PV and battery storage; and suggested improvements to laws, regulations, and investment conditions.<\/li><li>Develop a minimum of two case studies illustrating the economic and operational implications of renewable energy adoption.<\/li><\/ul><p><strong>Business case, feasibility, and scenario analysis<\/strong><\/p><ul><li>Assess the economic viability of solar PV and battery storage investments under current and alternative policy scenarios, considering different enterprise types and sizes, with attention to SMEs and energy-intensive sectors.<\/li><li>Analyze capital and operational expenditure, expected savings, return on investment, payback period, and internal rate of return where data allows.<\/li><li>Develop and analyze policy and market scenarios (business-as-usual, policy-adjustment, accelerated deployment, Time-of-Use tariff, and enterprise competitiveness scenarios).<\/li><\/ul><p><strong>Employment impact assessment<\/strong><\/p><ul><li>Estimate potential job creation under different renewable energy growth scenarios, covering direct, indirect, and spill-over employment effects.<\/li><li>Identify current and future skills demand, potential skills gaps, and workforce development recommendations, including an overview of working conditions such as occupational safety and health, employment arrangements, and informality where data is available.<\/li><li>Assess the potential for increased employment and inclusion of Syrian refugees and women.<\/li><\/ul><p><strong>Policy recommendations and dialogue<\/strong><\/p><ul><li>Develop practical, evidence-based, and implementable policy recommendations relevant to policymakers, regulators, developers, enterprises, and sector associations.<\/li><li>Organize and facilitate structured stakeholder engagement activities, including consultation sessions with developers and enterprises, engagement with public institutions and regulators, and a high-level policy dialogue event, all subject to prior donor approval.<\/li><li>Prepare agendas, participant lists, facilitation notes, presentation materials, meeting minutes, and consultation summaries for all formal engagement activities.<\/li><\/ul><p><strong>Reporting and quality assurance<\/strong><\/p><ul><li>Submit all major tools, methodologies, and deliverables to the donor for review and clearance, with data sources and assumptions clearly referenced.<\/li><li>Prepare a concise policy brief\/executive summary and a final dissemination package (final report, presentation, and policy recommendations).<\/li><li>Include a policy uptake and sustainability section in the final report identifying short-, medium-, and longer-term actions and potential linkages with national energy, climate, and employment priorities.<\/li><li>Ensure compliance with the donor data protection, confidentiality, and ethical research standards throughout the assignment.<\/li><\/ul><p><strong>REQUIRED QUALIFICATIONS AND EXPERIENCE<\/strong><\/p><p><strong>Education<\/strong><\/p><p>Advanced university degree (Master&#8217;s degree or equivalent) in Energy Policy, Engineering, Public Policy, or a directly related field.
